This is called the cylinder, I think it can determine wether an offensive or blocking foul is called. It may also have somthign to do with goal tending.

no charge zone.. if u are standing there and try to take a charge it will either be a foul on u or a no call since it is too close to the basket
I think charging cannot be called if a defender is standing in the cylinder.
if a defender is in the white cylinder and tries to take a charge it is automatocally a blocking foul on the player who tried to take to charge
